There is good evidence to show that improving patient flow saves lives and that in the first week of January blockages in patient flow increase which disrupts performance across the system for a significant time after.

The whole system needs to be involved in improving patient flow and with this in mind ECIP has created the Safer Start campaign. The purpose of this is to deliver a unified whole system approach to improvement in two parts; firstly, systems agree to have appropriate levels of senior medical, nursing, diagnostic, social care and therapy cover from 25 December through to the second week of January; and secondly each system will run either an accelerated discharge or breaking the cycle event in order to identify patients that can be safely discharged from acute care in a safe, timely way.
